Incentives

Film and TV incentive in Norway

Norway runs the Norwegian Film Production Incentive: a selective fund worth Up to 25%. A jury or committee decides, so it is not an entitlement. Budget for the possibility that the answer is no, and for the rounds that decide when you can apply.

What this means for the cashflow

A committee picks the projects. Qualifying is not the same as receiving. The production carries the gap until the money arrives, and that is a financing question rather than a budget line.

When it pays: After completion, in NOK.

Our assumption in the comparison: Assumes the project is selected; only five projects were funded in 2026

The detail

Ranked selection against a small annual envelope: 18 applicants asked for NOK 288m in 2026 and five were funded. Requires a Norwegian company or a branch of an EEA or UK company. Parliament has asked for a more competitive scheme from 2027.

What you have to submit

Application requirements, Norwegian Film Institute. No template: the NFI portal asks for the total production budget and a separate budget for the Norwegian spend in your own format, plus an auditor's statement on the NFI template at the end.

Building the budget first? Use the free film budget template or the Budget Builder, then map it onto whatever the fund asks for.

How it compares

Counted on the best rate a production can reach after tax, Norway sits at number 24 of the 32 European schemes we track (25%). Work out the net value on your own spend, side by side with up to two other countries, in the incentive comparison.
